POSITION DESCRIPTION: The IT Manager, Application Development & Services role is to plan, coordinate, and supervise all activities related to the design, development, implementation, and continued support of custom developed organizational information systems and software applications. This role is also responsible for maintaining, supporting, and upgrading existing systems and applications. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide his/her development and application services team on issues related to the design, development, and deployment of mission-critical information and software systems in support of business process and strategy. This supervisory position works on site in Lenexa, KS.

KEY JOB RESPONSIBILITIES:

Manage a team of IT programming professionals delivering services in the following two areas:

Application Development:

  • Plan, develop, test, and document software applications, applying knowledge of best practice programming and database techniques.
  • Read manuals, technical whitepapers, requirements documents, etc. and deliver development solutions that meet quality assurance standards.
  • Proactively find and resolve system deficiencies.
  • Reverse engineer applications previously developed for the purpose of adding features, patching, modernizing, code reuse, and/or capturing business rules for new development.
  • Rapidly determine root cause in regard to introduced development bugs/issues.
  • Communicate effectively with leadership staff and business users regarding requirements, design reviews and prototype presentations.
  • Manage multiple concurrent projects with varying levels of complexity utilizing both internal and outsourced staff.
  • Enforcement of and compliance with the IT Departmental processes and standards.

Application Services:

  • Review, analyze, install, and modify systems to include configuring, testing, and debugging in support of the organization’s business processes and initiatives.
  • Consult and partner with customers to identify current/desired operating procedures and to clarify program objectives so that assigned systems are configured to support initiatives.
  • Evaluate business problems and revised operational procedures to identify potential enhancements to assigned systems to meet changing business requirements using technical expertise.
  • Proactively analyze existing applications and systems to find value added modifications and/or enhancements using specialized knowledge of assigned systems.
  • Provide tier-3 technical support for the organizational system portfolio.
  • Keep abreast of vendor roadmaps, upgrades, bug fixes, security patches/vulnerabilities in regard to assigned systems including guiding the organization’s actions to those changes.

    EDUCATION/ WORK EXPERIENCE REQUIREMENTS AND DESIRED SKILLS:

  • Bachelor’s degree from an accredited four year college or university in a relevant field; or equivalent combination of education and experience with working technologies
  • Professional certification preferred
  • Three years experience utlizing custom developed, open source, and purchased software applications to support business process and strategy
  • Two years’ experience managing programming staff preferred
  • Experience with agile SCRUM methodologies
  • Experience with SQL Server 2008 or above
  • Proficient in the .NET C# programming language required.
  • Proficient in either T-SQL or PL/SQL RDBMS query languages required.
  • Able to effectively communicate orally (in person and by telephone) and in writing.
  • Excellent leadership, communication and presentation skills.
  • Able to multi-task, yet maintain close attention to detail and timeliness of work production.
  • Able to work in a positive team-oriented manner with a variety of people (students, faculty, staff, administrators, and members of the general public).
  • Knowledge of application stacks including databases, applications and presentation; and how to troubleshoot issues within. 
  • Language Skills: Able to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Able to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Able to write speeches and articles for publication that conform to prescribed style and format. Able to effectively present information to executive management, faculty, staff, students, and/or board of directors. 
  • Mathematical Skill: Able to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Able to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. 
  • Reasoning Ability: Able to define problems, collect data, establish facts, and draw valid conclusions. Able to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
